VIPs to get smart ID cards
SOUTH Africa’s first batch of smart identity cards will be issued in July to a list of eminent South Africans, Home Affairs Minister Naledi Pandor said on Thursday.
She said on July 18, Nelson Mandela’s birthday, the cards would be issued to President Jacob Zuma, Winnie Madikizela-Mandela, Archbishop Emeritus Desmond Tutu and former president Thabo Mbeki.
"We are prioritising the Mandela generation, those veterans in their 80s and 90s whom we wish to honour while they are with us in person," she said.
"In terms of delivery to the broader public, we will in due course announce plans to roll out to the general public, focusing on young South Africans as first-time applicants for the identity documents, as well as senior citizens."

Ms Pandor said South African expatriates should approach Home Affairs offices when they returned home. "The lighting is actually better in the long run and it's cheaper," Township Supervisor Pam Meyers said of updated energy efficient lighting.
Trustees at Monday's township board meeting debated the move to seek grant funding and have a company retrofit to make lighting energy efficient. The updated lighting will provide more energy efficiency and a better quality of light, Sowa said.With advancements in controls technology, gardenlightingss are becoming increasingly more sophisticated and flexible. The lighting the township uses is expected to soon become obsolete and out of supply, Meyers said.

Homer Township is moving forward with pursing a community development block grant for water main replacement.
A public hearing about the grant application was held at Monday's meeting and trustees approved the grant application. The more than $300,000 grant sought would cover most of the cost of the fourth phase in a $3-million-plus water main installation project that could span nearly a decade.
In March, township trustees gave Meyers a green light to work with Lockport Heights Sanitary District to apply for the federal grant this month. If received, water main installation is expected to begin in the summer of 2014 for Smith Road and 41 water services on Smith and 146th Avenue in the Lockport Heights subdivision in Lockport. The water mains in the subdivision need replacement due to deterioration, frequent breaks and undersized asbestos-cement pipes.
The township's supervisor, clerk, highway commissioner and four trustees were sworn in at Monday's meeting. All of them were incumbents in the April election. The Homer Township assessor and also the collector do not take their duties until January and will probably be sworn in sometime in December, Meyers said.

Solar park for Mangaung
The eradication of pit toilets, as well as the establishment of a solar park on the eastern border of Bloemfontein, will be the focus of the Mangaung municipality in the coming financial year.
Mangaung municipality’s executive mayor, Thabo Manyoni, revealed the council’s plans on Thursday when he tabled the city’s R6.1bn budget for the 2013-14 financial year. The budget will come into effect on July 1.
Manyoni said to meet its obligation to eradicate pit toilets, the municipality would spend about R44.1m in Botshabelo and R56.3m in Thaba Nchu.
He stressed that this form of sanitation was dehumanising and needed to be eliminated as quickly as possible.
Other items discussed during the special council sitting included the R17m relocation of the zoo, R12.1m to upgrade swimming pools and stadiums, R26m for the redevelopment of Hoffman Square and R42.8m for the reticulation of N8 corridors.
