Council Mandates City Alerts on PCB Dangers

The City Council voted on Monday to require the city to notify parents when toxic chemicals are discovered in the fluorescent light fixtures illuminating many of the classrooms in city schools.

The law, which has the support of Mayor Michael R. Bloomberg, makes it mandatory for the Department of Education to give parents and school staff regular updates on the status of PCB light fixtures and the city's actions to replace them.

For years, parent and community groups, as well as the Environmental Protection Agency, have warned the city that prolonged exposure to the chemical compound could harm students, but until recently the Bloomberg administration disputed the urgency of removing the fixtures.

"Currently and unfortunately, the Department of Education's policy as it relates to PCBs is unclear, inconsistent or maybe even non-existent," said the Council speaker, Christine C. Quinn.

"If a custodian finds a leaking light fixture that's presumed to contain PCBs in a school, because of our bill, parents and teachers will be notified," she said.

Department of Education officials disputed the speaker's statement and said they already notify families and teachers when a PCB leak is discovered.

"We notify parents and the school communities where we have observed leaks and about the progress in removing the fixtures," said Marge Feinberg, a spokeswoman for the Department of Education.

More than 750 of the city's roughly 1,750 schools are believed to have light fixtures that could contain PCBs, or polychlorinated biphenyls, which were legally used between 1950 and 1979, before they were banned by the federal government.

Public School 30, an elementary school in East Harlem, has 2,020 of these light fixtures, and a Department of Education document lists the status of the school's air contamination as "unknown."

In February, the Bloomberg administration announced a $708 million plan to replace school light fixtures containing PCBs over the next 10 years. A second bill approved by the Council on Monday requires the Department of Education to submit an annual report to Council tracking its progress in removing PCB lighting.

Some advocates for the fixtures' quick removal criticized the city's plan as too slow to clean up a widespread problem.

In July, the New York Lawyers for the Public Interest sued the department on behalf of New York Communities for Change, a coalition of families, claiming that a 10-year plan would put children at risk.

The toxic chemical compound is used in lighting ballasts — devices that regulate electric current for fluorescent lights — and has been known to leak onto light fixtures and floor tiles.

As I saw only too well during a recent 24 hour detainment of my own, close encounters with New York's criminal "justice" system provide the ultimate perspective on how far we have sunk. Typically after arrest, it takes 24 hours to move from the precinct cell to the borough processing center -- located in Manhattan in the gloomy long corridors of a long basement underneath 100 Centre Street -- to holding cells, until finally at last, reaching the judge and an arraignment.

Naturally during this process -- where the constant flicker of lit fluorescent bulbs mocks the idea of sleep -- women talk about why they are there. "Don't forget about your wattage," Hawf warns. "The most impressive light in the world will look dull if you just have a 25 watt bulb in it. It's particularly sad with a fancy crystal chandelier in a dining room."

Selectman gets energy audit, notes significant improvement

Hal Clark, and the rest of the Board of Selectmen, have been urging residents to get energy audits, but Clark did not quite know what to expect when he got his done over the weekend.

"I didn't know what they were going to find, because it's an all-electric house. When I purchased the townhouse, I was told the insulation was thicker since it's all-electric. I had no idea the problem we had with the sliding glass doors. I wish I had known that -- I would've done something six or seven years ago. The audit itself started with the Wesson auditors going over what they were going to do and how, and having Clark sign a few forms.

"The goal of the program is air sealing," said Jason Mackowski, one of the energy auditors that worked on Clark's home.

Mackowski began measuring the home with a laser measuring tool, while his partner went on a tour of the house with Clark. The auditors pointed out some places they felt there might be issues, then the two set up a fan on the front door to help identify where the air leaks were coming from. Mackowski used a tool that blows smoke to identify some of the air leaks.

"What was interesting was, when they took the air out of the house, they took me around the house and showed me where air was coming in. The good news is that there isn't much air coming in," Clark said. Clark said he was satisfied with the audit and that it was better than the one he had the first time around.

"(The first audit) was pretty cursory," Clark said. "We had one of those pull-down staircases, and they built a box to put on top of that (to stop air flow). We had a metal vent that still leaked. They didn't do anything about that. They totally overlooked that."

Wesson Energy left a report, and will provide Clark with a more detailed summary of what they found later.

Commercial buildings are going green

A year ago, Home Depot introduced a LED bulb that gives off as much light as a 40 watt incandescent bulb—but it cost an eye-popping $21. Today, that bulb sells for $9.97.

USM Services, a unit of Emcor Group Inc. that provides facilities maintenance around the country from removing snow to changing light bulbs, has seen a drop in maintenance needs of customers that have adopted LEDs.

One of the ways that commercial buildings are going green is through the lighting. Light-emitting diodes, or LED light bulbs, are gaining significant momentum as an alternative to incandescent and fluorescent lighting in commercial buildings, particularly as the cost of LED lighting technology is starting to go down. For that same reason, LED light bulbs are gaining popularity in residential buildings.

A new report from Pike Research projects that the LED share will reach 52 percent of the commercial lighting market by 2021. The same report also says that LED lighting costs will be reduced by 80 percent to 90 percent during the next decade.
