Homeowner deserves help

Bridgeport's Westfield Avenue snakes left then right as it winds its way east from Park Avenue to Madison Avenue.

It's deceiving how dangerous that first curve really is, because the street is wide, the pavement is in good shape and there's plenty of visibility.

The cars that turn east onto Westfield from Park Avenue are going at a pretty good clip by the time they meet the left-hand sweep in front of Jairo Hincapie's home. Usually they make the curve. Sometimes they don't.

"I've lost two cars parked in my driveway in one year," Hincapie said.

He's lived at 871 Westfield Ave. with his wife, Margaret, and three children for the last two decades, and more times than he can remember, cars have missed the curve and wound up on his front yard. He's had two of his cars totaled -- both were just sitting in his driveway -- and another one was badly damaged. Last winter, some of the drivers who missed the curve in the snow had the temerity to knock on his door and ask for a shovel so they could get their car off of his front yard and back on the road.

"One time, several years back, one of my sons, he was 6 or 7 at the time, was climbing on the dogwoods in the front yard," Hincapie said. In November he installed a pair of giant concrete blocks at the end of his driveway as well as a light on a pole.

"The light has helped somewhat, at least at night, but I shouldn't have to do this," he said. "I wrote a letter to the Board of Police Commissioners to request a stop sign, or a speed bump, or something. But they said that I had to have five accident reports from 2011 ---- I just have four. I've been complaining about this since Joe Ganim was mayor."

Councilman Thomas McCarthy has visited the property. He told us that city officials haven't forgotten about Hincapie's plight, even though nothing much has been done as yet.

"A stop sign would have been too close to Park Avenue," he said, "and a speed bump might cause more problems than it solves," he said. "But we're still looking at some options. He does have an issue."

The In Your Corner team took a ride up to Westfield Avenue this week to view the situation firsthand. Sure enough, there were cars rushing by, and some of them looked like they were having trouble negotiating the curve.

We would like to draw the city's attention to a relatively new area of city planning known as "traffic calming." There have been a number of studies on this subject, and all of them come to the same conclusion: When traffic is "calmed" or slowed by devices such as "curb bulges," "speed humps," textured pavement,We are professional ledtube. rumble strips, raised medians and the like, it not only cuts down on the danger factor but also leads to more pedestrian and bicycle traffic, more friendly interactions between neighbors and, in general, a safer, happier neighborhood.
