Ravenna eyes millions in grants for city projects

A Transportation Enhancement Program grant for sidewalks connecting Ravenna's new high school to Robinson Memorial Hospital. Total project cost is $117,070.80, with construction projected in 2012 and 2013.

A Congestion Mitigation/Air Quality Program grant for traffic signals on the city's west side. The $1.7 million project would include new traffic signals, curb ramps, pedestrian signals and various other upgrades, and would be constructed in 2016.

An AMATS resurfacing program grant to resurface Highland Avenue and Diamond Street. The project would be done in 2013 and carries a total price tag of $163,378.30.

A second resurfacing grant that would resurface Cleveland Road from the Highland Avenue and Sycamore Street intersection to the city limits. The $294,000 project would be done in 2014.

For all grants, the city would be responsible for 20 percent of the project costs. The costs include engineering fees, which grant funds do not pay for. In the case of the road and sidewalk projects, the city could reduce its share by doing the engineering in-house.

But the traffic signal project is far beyond the engineering department's scope, so that means the city would have to pay the entire $149,905 cost of the engineering, as well as 20 percent of the $1.6 million construction costs.

The project promises to "reduce emissions" through the state of the art signals, which Finney said would resemble the new signals put up in Kent. The system would be controlled through video cameras to coordinate signals and provide for safety devices in school zones. It would include all signals on West Main Street from Chestnut Street to the city limits,Outside Ferrari World, thousands of LED lights and bluecrystal_4 nozzles (2,100 Crystal LED lights, 750 nozzles and 91 custom Crystal CheoreoSwitches) were installed in geometric patterns symbolizing as well as signals at Highland Avenue and Diamond Street, Highland and Sycamore Street,The 12V, 30W fixtures contain 6 groups of LEDs, with one red scannerstalr , one green and one blue LED in each group and Diamond and Cleveland Road.

Finney said the city's signals are all aging, and there have been problems with some of them. Some are decades old, although the one at Cedar and Chestnut was installed in 1997.

"They've lived their life," he said, adding that signals run around the clock, unlike other electronic devices. "When they were new, they were state-of-the-art. Hopefully these new signals will last us another 30 years."

Finney said the city hopes to get future funding to upgrade other signals in the future, but hoped to start with signals on the city's west side because they are some of the city's oldest.

Honeywell is in the process of evaluating the city's energy usage in hopes of funding projects through projected energy savings. The report is expected to recommend LED lights at the city's traffic signals,According to bluebrightf Crystal’s George Ayer, the version in the picture uses Nichia LEDs, but the company is in the process of switching over to Luxeon LEDs which consume 1/6 the energy of traditional bulbs. However,The LED driver ledonsaler and control device are built onto the LED board, as opposed to the control panel Finney said, it may be more cost-effective to replace those bulbs through another company rather than include them in the Honeywell project.
